I've noticed commissions with the detail that they want the character's body types the same as their references, but this detail ends up being ignored. Any tips on how to make it clear that you want the characters bodies as they are in the source material?

Not buying to the same artist who dont follow intructions sounds like the optimal answer... not sure why people keep buying to people that dont follow orders

maybe they have faith that that will change in future commissions #pedroillusions haha

I don't think it takes anything in particular to clarify the tastes of the commissioner, they just take work and don't even read the specifications in detail. everything is a matter of having some attention.

Ive always found it unfair to ask an artist to make a characters body the same as the reference. Commissioning an artist should mean agreeing to receive work in their art style not someone else's.

I'm fine with characters being colored in the commissioned artist's style. That's not an issue for me. I'm just not sure how asking for the body shape (height, build, breast size etc) to be true to the source is unfair as long as you're upfront about it. If the artist knows ahead of time, they can decide to reject the commission or just not make an offer.
